Both gamepad and wheel are definitely better than keyboard. I've never really used a controller so we don't know for sure, but it might be better for nfsw than a wheel.
As I said I've never had a controller so can't help with that, but in case you want a wheel, Logitech Driving Force GT is a lot cheaper and the wheel itself is nearly the same as G27, except maybe the ffb is a bit worse, plus unlike the G27, the whole thing is plastic. On the other side it has a lot more buttons, for power ups it's a lot better.
The pedals are significantly better on G27 + it has clutch and H-shifter.
Unless you want to go for some rather serious sim racing or want to use H-shifter and clutch, the DFGT will be more than enough, and even in simulators it does good. And for games like nfsw, where you frequently need to use buttons for various things, it might even be better.
As for quality, despite it being cheap it's not weak, been using one for 4-5 years, no real problem so far.
